TENDER INVITATION
Aqaba Development Corporation (ADC) invites qualified contractors classified by the Government Tenders Department in the field of Roads (Specialization: Road Construction and Maintenance - First Class for the year 2026) to participate in:
Design and Construction of Detours on the Back Road in Aqaba - Package Two: Construction of Detours from the Area of Yard No. (4) on the Back Road to the Al-Mahmaz Intersection (Approximate Length of 5 km) in Addition to a Detour (Approximate Length of 1.5 km)

Project Location & Scope of Work
The project is located within the boundaries of Aqaba Governorate on the Back Road (Truck Road), which connects the Wadi Yitim area to the New Aqaba Port. The scope of work includes the design and execution of alternative detour roads for the Aqaba Back Road, with an estimated total length of (5) km, in addition to the execution of an additional detour road with a length of (1.5) km, running parallel to the existing road alignment and within the boundaries of the second detour project extending from the area located after Yard No. 4 up to the intersection of the Aqaba Back Road with the road leading to the Al-Mahmaz Intersection.
The scope of work also includes preparing and completing the necessary engineering designs, and executing the construction works for the detour roads in accordance with approved technical and engineering standards and specifications, while taking into account traffic safety requirements and ensuring the continuity and fluidity of traffic movement and road operational efficiency.
Special Conditions Regarding Multiple Tenders (Package One & Package Two)
Bidders are permitted to submit separate offers for both Tender No. (99/A/2026) – Package One [Note: Text reads Package One in the comparative clause] and Tender No. (98/A/2026) – Package Two, provided that both tenders will not be awarded to the same bidder together.
If the technical and financial evaluation process results in the same bidder achieving the highest responsive total score (technical + financial) in both tenders:
- Tender No. (99/A/2026), concerning the design and construction of temporary detours on the Aqaba Back Road – Package Two, shall be awarded to the bidder with the highest total score for this package.
- Consequently, Tender No. (98/A/2026) shall be awarded to the next-ranked bidder in total score for that package.
- Otherwise, if the same bidder does not achieve the highest total score for both tenders, each tender shall be awarded to the holder of the highest total score (technical + financial)—meaning each package will be executed by a different contractor—in a manner that achieves the best interest of the Aqaba Development Corporation. Evaluation and award procedures shall be conducted in accordance with the provisions of the Government Procurement Regulation and relevant tender documents and conditions.
Instructions for Tender Purchase
Interested bidders wishing to participate must visit the Tenders Department at the Aqaba Development Corporation offices in Aqaba between 9:00 AM and 2:00 PM, starting from Monday, November 9, 2026, until Sunday, November 15, 2026, bringing the following documents:
- Valid 2026 Company/Establishment Classification Certificate issued by the Government Tenders Department.
- Written authorization letter bearing the official company/establishment stamp and the signature of the authorized signatory, authorizing the holder to receive the tender documents.
- Non-refundable tender document fee of 1,700 JOD (One Thousand Seven Hundred Jordanian Dinars only), deposited into the Aqaba Development Corporation Account No.
(0122-045700-500)at Arab Bank – Aqaba Branch. The bank deposit receipt must be presented upon purchase.
Notes & Terms
- Site Visit Gathering: Bidders shall gather for the site visit on Monday, November 16, 2026, at 11:00 AM at the Aqaba Development Corporation offices.
- Deadline for Inquiries: The last date to submit inquiries is Thursday, November 19, 2026. (No inquiries will be accepted after this date).
- Submission Deadline & Opening: Bids must be deposited in the Tender Box at Aqaba Development Corporation before 12:00 PM on Wednesday, December 9, 2026. Bids will be opened at the corporation's offices at the same time, and all tender-related announcements will be published on the company's official website.
- Applicable Laws: This tender is subject to the provisions of the Revenue Stamp Duty Law of 2001.
- Bid Bond: Bidders are required to submit a Bid Bond of 300,000 JOD (Three Hundred Thousand Jordanian Dinars only) in a separate envelope from the financial offer, valid for (180) days from the date of submission. If a certified check is submitted instead of a bid bond, it must be a certified manager's check issued by a bank accredited by the Central Bank of Jordan, drawn in the bidder's name (matching the commercial register), and clearly stating the tender name and number.
- Cancellation Rights: The employer reserves the right to cancel or re-tender this bid without stating reasons, and without incurring any financial or legal obligations as a result.
- Award Criteria: The employer reserves the right to award the tender without being bound to accept the lowest bid.
- Submission Format: The bidder must submit their technical offer and financial offer in two separate envelopes, containing the original stamped and signed copy of the tender documents. Any bids containing conditional terms or reservations contrary to the tender conditions will be rejected.
